ALICE in the Expert Group on Urban Mobility (EGUM)

About EGUM 

The European Commission Expert Group on Urban Mobility (EGUM) was established under the 2021 EU Urban Mobility Framework to strengthen dialogue and co-creation between the European Commission, Member States, cities, regions and stakeholders on sustainable urban mobility. 

Formally established through Commission Decision C(2022) 5320, EGUM serves as a reinforced platform for engagement on urban mobility policy and implementation. 

The Group includes: 

  • 25 stakeholder organisations (Type C members) 
  • 25 cities and regional authorities (Type D members) 
  • 27 Member State representatives at Ministry level 

EGUM assists the Commission in implementing the EU Urban Mobility Framework and provides technical expertise on future-proof, innovation-friendly legislation and policies in sustainable urban mobility. It also fosters exchange of best practices, promotes coordination across governance levels, and supports synergies between EU, national and regional funding instruments. 

ALICE’s role in EGUM 

ALICE is an active member of EGUM. ALICE co-led Subgroup 4 on Urban Logistics, together with POLIS and ACEA in 2023 – 2024. Through this work, ALICE has contributed to shaping European recommendations aimed at strengthening sustainable urban freight and accelerating the deployment of innovative solutions in cities.  

In 2023 – 2024, ALICE was one of the co-leaders of Subgroup 4 – Urban Logistics  

ALICE, together with POLIS and ACEA, co-developed and contributed to three key EGUM recommendations on Urban Logistics, now available via DG MOVE: 

  1. Sustainable Urban Logistics Planning (SULPs): A framework to better integrate freight into urban mobility planning and ensure structured, long-term implementation of sustainable urban logistics strategies.
  2. Data Sharing for Zero Emission Urban Logistics: Recommendations to enable trusted data exchange between public and private stakeholders, supporting informed decision-making and accelerating the transition to zero-emission freight.
  3. Accelerated Deployment of Innovative Sustainable Solutions: Actions to fast-track innovation uptake, including zero-emission vehicle deployment and digital tools.

These three documents form the backbone of EGUM’s Urban Logistics contribution and provide concrete guidance for cities, industry and policymakers. 

In 2025, ALICE contributed to 2 EGUM reports:

ALICE and our members has contributed to the current Subgroup 2 – City Access for Business, especially to the newly published report ‘City Access for Businesses Challenges and Best Practices for Urban Freight Transport’ 

Communication of EGUM recommendations to ALICE members: 

On 21 March 2025, ALICE, POLIS and ACEA co-hosted a joint webinar to explore how to move from recommendations to implementation. 

The webinar gathered members from the three networks and facilitated a structured public-private dialogue on scaling sustainable urban freight solutions. 

Key highlights included: 

  • Presentation of Braga’s LogE-hubs project, targeting: 
  • 10% reduction in Vehicle Kilometres Travelled (VKT) 
  • 15% improvement in delivery efficiency 
  • 20% reduction in logistics-related CO₂ emissions 
  • Strong consensus on the central role of Sustainable Urban Logistics Plans (SULPs) as implementation frameworks. 
  • Recognition of data sharing as a critical enabler, with examples such as Madrid’s DUM 360 platform demonstrating the value of digital public-private collaboration. 
  • Emphasis on accelerating zero-emission vehicle deployment, including leveraging tools such as the Social Climate Fund to support SMEs. 
  • Agreement that integrated planning is particularly important in historic and space-constrained cities. 

The webinar reinforced the need for coordinated action between cities, businesses and national policymakers to scale up sustainable urban freight innovation.

ALICE will also actively contribute to Topics in EGUM 2026 workplan:  

  • Providing innovation ecosystems and startups better access to cities 
  • Cycle logistics
