ALICE welcomes CARMONY to the ALICE Liaison Programme

CARMONY (Coordinated Action for Responsive Mixed Orchestration and Network Yield) is a Horizon Europe project developing new approaches to traffic management in increasingly complex transport environments.

As mobility systems evolve with connected, cooperative and automated vehicles, traffic management must become more responsive, coordinated and data-driven. CARMONY addresses this challenge by creating an orchestration framework that connects vehicles, infrastructure, traffic managers and mobility services in real time.

Through advanced modelling, co-simulation tools and real-world demonstrations, the project explores how traffic systems can dynamically balance efficiency, safety, sustainability and fairness across mixed traffic environments.

CARMONY demonstrations take place in Murcia (Spain), focusing on urban traffic management and low-emission zones, and in Luxembourg, where cross-border highway corridors are used to test orchestration strategies for commuter and freight traffic.

Key objectives

CARMONY aims to develop and validate a next-generation orchestration approach for traffic management through several key objectives:

  • develop an interlinked orchestration framework enabling coordinated traffic management across multiple actors and systems
  • create a co-simulation platform to test traffic strategies in realistic mixed-traffic environments
  • design smart interfaces for traffic managers, road operators and mobility users
  • establish governance structures and business models to support scalable deployment of orchestration services
  • demonstrate the orchestration framework in real-world urban and highway contexts in Murcia and Luxembourg

These developments aim to support more adaptive traffic systems capable of responding to changing traffic conditions, policy objectives and user needs.

Relevance to ALICE and expected collaboration

CARMONY contributes to the broader transformation of European mobility and transport systems through digitalisation, coordination and intelligent traffic management.

The project’s work on real-time traffic orchestration, data integration and cooperative mobility environments is highly relevant to ALICE priorities, particularly in relation to:

Through the ALICE Liaison Programme, CARMONY can contribute to knowledge exchange and collaboration with projects and stakeholders working on traffic management, automation, digital platforms and intelligent transport systems.

This collaboration can support the integration of traffic orchestration approaches with logistics operations, freight corridors and multimodal transport networks.

Critical elements and innovation

A key innovation of CARMONY is the concept of interlinked traffic orchestration, which moves beyond traditional traffic management by coordinating multiple actors within the mobility ecosystem.

The project combines several critical components:

  • a modular orchestration framework connecting infrastructure, vehicles and mobility platforms
  • co-simulation environments allowing traffic strategies to be tested before real-world deployment
  • real-time decision-support tools for traffic managers and road users
  • governance and incentive models that enable cooperation between public authorities and private mobility providers

The demonstrations in Murcia and Luxembourg also explore how orchestration can support low-emission zones, emergency response, congestion management and cross-border traffic coordination, showing how intelligent traffic management can contribute to safer and more sustainable mobility systems.

By integrating technological innovation with governance and deployment models, CARMONY aims to create scalable solutions that can support the next generation of intelligent transport systems across Europe.
